Leading African climate and sustainability advocate Dr. Jibril Semakura Owomugisha joins innovative, zero-budget, transparent carbon reporting ecosystem See Through Carbon (STC) as Director of Government Relations, Uganda. Their collaboration will use STC’s Pilot database and See Through News (STN)’s proven outreach projects to speed up carbon drawdown by helping Uganda attract foreign carbon investment.

In an Aug 11 post on X, Dr. Jibril Semakura Owomugisha announced his appointment as a key member of See Through Carbon’s growing Uganda team:
‘I have been appointed to serve as the “Director of Government Relations” for seethroughcarbon.org in Uganda. ‘See Through Carbon’ refers to an ecosystem focused on carbon reporting & reduction, aiming to address the flaws of traditional carbon accounting methods. It strives to be accurate, free, open, & transparent in its approach to measuring and reducing carbon footprints. This ecosystem is designed to be universally accessible, helping businesses of all sizes comply with carbon reporting regulations with the @GovUganda via @min_waterUg @CCD_UG to enhance conversations on Carbon Markets. See Through Carbon is to offer free services as far as capacity building about carbon credits is concerned.
The collaboration will embrace two arms of the See Through Network, which share See Through’s Goal of Speeding Up Carbon Drawdown by Helping the Inactive Become Active.
- See Through Carbon is the arm of the See Through Network providing accurate, free, open-source, transparent carbon footprint data. STC’s comprehensive database will be piloted in the UK and Uganda. Instead of estimating Scope 3 emissions (indirect emissions from supply chains) using AI algorithms trained on scant, eclectic data, STC data is acquired directly from the businesses themselves, and made public. This facilitates compliance and auditing at a time when reporting regulations are becoming increasingly stringent, demanding accurate, verifiable reporting of Scope 3 (indirect emissions, e.g. from supply chains). Compliance with the EU’s Corporate Sustainability Reporting Directive (CSRD), China’s Work Plan for Improving the Carbon Emission Statistics and Accounting System, and various carbon trading schemes requiring accurate Scope 3 reporting are replacing ‘voluntary market’ trading. Self-regulation has created a trillion-dollar industry, but failed to arrest global emissions since the first carbon credit was introduced in 1988.
- See Through News, the Network’s outreach/education/journalism arm, will also be involved in using its proven projects and storytelling skills to engage and inform Ugandans, from grass roots to government and business levels, to the importance of carbon drawdown. Dr. Jibril’s government roles include capacity building and sensitization.
In an unprecedented demonstration of both parties’ commitment to transparency, Dr. Jibril, See Through Carbon and See Through News have published their Memorandum of Understanding detailing the terms of their collaboration.
